Question weighing food

im trying to figure out how much protein is in my chicken and it says i think 21 grams of protein per 4 oz so i assume this is the right measurments for it raw. is the protein value still the same at 4 oz when cooked?

To be honest, I dont know. At this point I think you're splitting hairs and overthinking it.

The general rule for meat I see is that 3oz cooked is about the same as 4oz raw.

yup most the time weights listed are for raw, because the weight will vary alot after cooking depending on how you cook it and how long you cook it. generally it will weigh less when cooked though, as said above.
