I'd suggest trial n error.

Try pumping the ****e out of your arms with all types of exercises but use HEAVY weights.

By heavy I mean the type of weight you can get 8-10 reps out of.

If that doesn't work, try resting more between arm workouts.

And remember, you should be eating shed-load's of the right foods, drink protein like it's going out of fashion.

yeah, squat. sorry to sound harsh, but the quickest route to adding arm size is to grow the whole body. your kinda small so the measurement sounds right. so work on growing some more muscle, and your arms will get bigger to.

How does your routine look?
As far as pure size and strength goes, big lifts help you grow overall. So as grim said yeah, squats, deadlifts and powercleans will help too.

No offense or anything, but they look a bit smaller then 13.5" from your pics, are you measuring pumped or something?

Anyways, you're 143lbs, how big do you expect them to be? At 5'8", you need to add about 15lbs of bodyweight to add an inch to your arms. No workout is going to get around that fact.

Like the others have said, you need to grow all over.

Two ways... FOOD and BACK exercises. Your body is a unit, and it will fight attempts to not make it so, also multi joint exercises release more hormones, which promote growth.
