Used equipment, floor models, and refurbished equipment are always risky buys. I've seen hack soldiering jobs, wiring tampered with, and very poor repair jobs. The only way I'd buy a used piece of equipment was when it was repaired by a certified technician. These guys always have certificates in their offices validating such, and vendors are choosy about who they give them to.
I own a Schwinn recumbent cycle which I bought used. It was from the "pro black" series they had about 6-7 years ago. When I bought it I completely disassembled it when I got it home to check it out. Since these bikes were pretty low maintenance somebody with my level of knowledge can give it a check up. I'd only recommend people buy used when they know exactly what the problems can be and know how to fix it themselves. You're asking for trouble when you don't do it.
As far as the strength equipment goes, I agree completely. I think it's good practice to buy additional parts when you buy even new equipment. I've got replacement cables, nuts, bolts and misc parts for all my equipment. I even have a few replacement pads should the day come where I need to replace them. 5-6 years later they are still in the box collecting dust. Hopefully they'll stay there but it's reassuring to know I have them just in case.
