1. Nas
2. Jay-Z
3. Eminem
4. Rakim
5. Chuck D
Chuck D has to be mentioned. Not only does he rap about things that were and still are true in society he did it well.
"Don't cry, witness your fate, this is your wake
Walk by your casket, spit in your face
Enter the fog dog, with the light is your guide
And when you're gone, all ya *****z gon' light it with Nas" -Nas

crooked i can't be mentioned right now he hasn't even been out for that long and his rhymes are good at best..no, i'm not stupid..i can guarantee you i know more hip hop than you do if you told somebody Pac didn't deserve it.
this is opinionated, there's a group of probably 10-15 or so rappers who are up there and very lyrical, and can all be given top 5 depending on what the listener prefers. and whoever is saying BIG PUN isn't lyrical, GTFO.

Biggie
Nas
Lil Kim (In my completely honest opinion)
Method Man
Ludacris
Not just because they're my favorite rappers, but because I think they are good lyricists who can just string rhymes together and tell stories through their rap. It's hard to explain without sounding homo.
Some of my favorite rappers I wouldn't necessarily call good lyricists, like Dr. Dre.
edit: KRS-One and Gangstarr. Forgot them. Both very good.
