lower ab fat.
So I have done a good job at lowering my body fat, but now my problem is my little chub hanging on at the bottom and sides in the front.
I know I need to start building muscle down there, but first what exercises can I do to target that area? Not spot reducing, but just exercises that help my core. More importantly, Ive heard certain crunches make you look fatter because its building the muscle under the fat, what exercises can I do to build but not look fatter?

I don't think anyone has ever built a visible amount of muscle doing crunches. I wouldn't get too worried.
If you're cutting, you won't gain muscle, so workouts to improve your core as far as looks go are worthless. Your problem is extra fat, so you should continue cutting and then build muscle.

That's the last section you'll lose fat. Just keep at it, it will go away.
Correct me if I'm wrong, but the last two are Moobs and the Donut, right?
edit: Got a good exercise for core. 1 arm dumbbell bench. Let me explain: Say you have the dumbbell in your right hand, lift your left leg off of the floor and hold it straight out, take your left arm and place it over your chest like you're holding it over your pec (like the national anthem except it's your left hand). After that, switch to the left hand right leg. I can feel it in my core, give it a try.

Exercises for lower abs would be exercises that bring your knees/legs to your chest such as regular leg raises and my personal favourit, hanging leg raises.

Along with the waist area, the lower ab region are generally the hardest parts to target.
Also a lot of times your genetics determines where you like to store fat.
For most, it is the lower abs.

you just got to keep cutting man. its annoying i know, but try dropping your calories even more and see what happens. that last little bit is where i am at now and each week I have had to drop my calories a little further by shaving off about 100 to 150 more each time.
You can do more lower ab exercises but until the fat drops off those muscles are just going to push it out more.

In order of importance:
1) Diet
2) Intense cardio
2.5) Lifting
3) Lower ab exercises
The best one for this is simply laying on your back, legs straight out, feet pointed to the air, lift your heels slightly off the ground for as long as you can. Do several sets

I think he means no one has built muscle through a layer of fat. As in there is no such thing as spot reducing when it comes to fat.
You can still gain muscle while cutting. I have definitely continued to gian lean muscle through my cutting phase. Now dont expect to build as much as when you are bulking and if you go too nuts on diet or cardio it is possible to lose quite a bit of muscle.

Also, OP, if you're worried about some chub on the sides, check out SuperMaine's oblique work out. Someone told me about them in a different thread. Do some woodchoppers and torso twists as well. I was so sore I thought I gave birth.

Do a search on "Napalm" there is a lot of positive feedback on it. I haven't personally tried it yet, but a lot of people say it works.
