I are confused. We can't just "change" those things (certainly not your score, and only your evals if they were incorrectly entered)
And "top" score for the exam is 80, not "99%"

If you're referring to the promotion rate, then Yes, that can get frustrating.
The manning guys have to balance a ton of factors, and their goal really is to have stability in the promotion rate - but sometimes unexpected changes just sneak up and bite them in the butt
Which also means: Never assume you "definitely will", or "definitely won't" get promoted, selected to Chief, or whatever else into the future. Always put in your best effort, because you never know what each advancement cycle will hold.

that reminds me of when I made third. The first test i took I scored in the 90% range but didnt make it since I had a 3.0 (I was a new check in and only one month on my eval). The second time I took it I scored lower and made first increment.

I have a question for those of you more experianced in the Navy than I.
Recently my LPO has been pressuring me hard to get a cell phone so he can get a hold of me anytime. Now I have a valid recall in my house phone and there is nothing pressing that could come up at weird hours. (We are a shore station working bankers hours). This guy is a work-a-holic who often brings his work home with him (think "Office Space" supervisor), besides my own disdain for cellular telephones, I am terrified this will mean many many more phone calls interupting my time with my family.
My question is can he force me to get a cell phone? Or should I just take my lumps and get one?
Thanks in advance for any insight on this matter

I had one for years stateside then when I transferred to Japan, I chose not to get one again. I kind of like it, when I am out with my family no one bothers me, it is one less bill to worry about, also I really haven't found anything yet that can't wait until I get home. I was just curious about other's opinion on getting pressured into buying one.

unless things have changed- no he can't force you to get one. As long as you have provided an accurate recall number or address you have met your requirements.
He could have a govt one assigned to you. But if you're not in a critical position, the gov will probably not spring for one.
You're on shore duty, LPO needs to relax. There is plenty of time to be overworked, woken up at odd hours, and work 18 hrs a day, when you are at sea.

Without digging through regulations, that's pretty much the common-sense answer. If your job "requires" 24-hour recall/response, then the Command needs to identify that for your job - and provide a government-issued phone/pager for the duty personnel.

Thanks senior, I just thought I would ask. I just wanted to make sure that there wasn't a rule I was unaware of or missed when I read up on recalls myself.

I figured that, thanks for your help! I guess I painted a bad picture, he is really a good guy and a motivated first class. He just has no "off" switch and gets pretty overwhelmed in our work.

Oh boy
I've got a pretty nasty situation here.
Alright, so a few months ago I joined the navy as a Nuke. The following month, I got a DUI while being a member of the DEP program. Stupid idea yeah yeah it was a big mistake and it caught up with me. My recruiter said it's not a big deal, blah blah blah. I just went to court today and the judge didn't dismiss the charges. Now that I got a misdemeanor, my recruiter says he's going to get me a waiver but he's not sure if I'll be able to get my security clearance to be a nuke. Does anyone know anything about this at all because I'm kinda stressing out pretty hard. Any nukes have or knew someone that had a problem with the police while in the DEP program and still got their clearance?

I don't have first-hand knowledge, so I'll offer one piece of advice: Only listen to input from people who actually do have first-hand knowledge of this type of situation, and not anyone who's "guessing" or "assuming" or "heard from someone". It's real easy to see the answer going in either direction.

I got first hand experience. Your screwed. the recruiter will fuk you. your contract is already a go and your signed so your gonna leave for boot and in boot while working on your interim clearance they will come and tell you you dont qualify for a TS/SCI and you gotta reclassify. your gonna need to pick something else but they already got you and your at boot. might still be able to get a good job, might not.
this is assuming the Navy doesnt want to be gay and say you cant enlist.
This happened to my friend when I was going thru. same exact situation. sorry to bust your ass but you shoulda been a little more responsible.
