Don McLean
Some of Neil Diamond's earlier stuff I'd at least give a nod to...

You mean Roger Waters don't you? Gilmour was never that great at writing songs, but he sure can sing and play the guitar.

Singer: Vocally, I have to give it up for Whitney Houston... Not that I listen to her, but her voice is one of, if not the best before the crack.
Songwriter: Probably 2pac (wrote poetry to a T albeit rap), Neil Young, Layne Staley, Kurt Cobain, so many others.

You have got to be ****ing kidding me.
Anyway, though I like James Taylor, my top lyricist of all time is Tom Waits. Second place, though still a far ways away, is Bob Dylan. Third, I could give the nod to Taylor, maybe.

I'm just curious what criteria people are using make their decisions? Vocal skills, instruments played/proficiency, lyrical content, musical score, entertainment value, etc?

mine is determined on:
lyrics, listenability(how many songs can you listen to in a row from 1 person?), and uniqueness

I'd throw in a vote for Immortal Technique from a hip-hop standpoint...
His wordplay is 2nd to none...

immortal technique is #2 in line from a hip-hop standpoint IMO(dont hate. you know he's one of my favs)
I think early 1990's Big-L takes the cake lyrically in hip-hop

For me, I would have to say proufound lyrics, sometimes with double-meanings, along with the song(s) itself sounding good. It also helps if the artist has an awesome live show, as Tom Waits does (greatest night of my life!).
