no muscle, huge gut, no weights to lift, need mass w/o gut

1. Meals that are cheap but pack on the calories and high quality proteins with not too many carbs if possible?
2. How to build muscle mass using only push ups and dips, I can't afford weights?
3. My body: Very skinny arms, I mean, 19 yrs. old but a 13 year old has bigger arms in width than me, my gut is like I weight 200 pounds, it fluxuates based on my carb/calorie/fat intake so I eat 2300 calories 230 carbs and 120 g protein a day right now I haven't lost any muscle so far but my gut has gone down some, I used to eat 3000 calories a day, 110 protein maybe and 600 carbs a day. Everyone is built bigger than me at any age yet mostly everybody doesn't lift weights or workout. What I want to know is how to eat right to gain muscle and not have a huge ass gut.

I don't exercise at all and am very lazy right now but want to run for my abs in the future and won't consider not doing so to gain weight.
