I assume this "off-season" you speak of is maintenance or the oft abused term "bulking".
Then fasted HIIT cardio isn't what you want to be doing. If you really have your heart set on doing fasted cardio, then keep it lower intensity or fed if it's going be moderate to high intensity. The time really isn't that important (except not immediately before resistance training) - on off-days, after resistance training, or at a separate time from resistance traing - the choice is yours.
~30' SS sessions (or longer is walking) 2-3/week is usually enough. Some find that incorporating HIIT in addition to SS maintains conditioning better and doesn't detract from strength.
