Why is it...
That when I'm dieting, I can't wait to get back on a calorie surplus diet and lift heavy and make PRs? Conversely, while I'm bulking, I can't wait to start cutting and getting lean? Does anyone else have these same emotions? I found myself paging through a Muscular Development magazine this evening, reading about guys training routines and how heavy they go and I said to my wife. I can't wait till after the show so I can go back to eating more and training heavier...

Absolutely.
Solution- lean offseason. For the first time I'm actually following a clean offseason diet whereas previously I would eat whatever I wanted. I made decent gains, but gained a good amount of bf. With a clean diet, I feel stronger than ever and putting on size (while keeping my abs ).

I hear you. I would love to do that this off-season considering my first show ever is this June. I'm realizing how much easier it would have been if I started around 10-12% BF instead of 17-19%...

The grass is always greener on the other side...but you have to mow it just the same.

Yea whenever I diet I cannot wait to bulk back up and lift heavier and have more energy. When I bulk up and put on ewight I cant wait to see the progress and see my muscles and get rid of that lazy stomach from all of the food im eating.

same thing, but its actually because of the eating, when im bulking i actually get sick of shoving the food in my mouth. even tho im hungry on a cut, its like a break from force feeding to me.

Yes, all the time. That's why now I cycle. After my last show I picked a b.f. range to stay in. I eat big for a while and monitor my b.f. until it gets to my upper limit. Then I'll cut for a few weeks to knock it down. Over time it's a net gain but I stay sexy year round

This option does sound appealing and I know a few others who have gone this route. I am considering going with a similar approach in order to keep my BF manageable throughout the year...
