Women hold fat in their breasts, butt, and thighs...aka pear shaped.
Men hold fat in their stomach and lower back...aka apple shaped.
I gain fat in my stomach first as well. It's the tradeoff for standing upright to pee.
j/k with that last bit, of course.
I'd keep bulking. I had a bad weekend of partying and have gotten noticably softer in my stomach, but you can only gain 2-3lbs per month of muscle and you can lose 8lbs per month of fat. Fat is easy to get rid of and muscle is hard to gain. Bulk through the winter and then lose the fat in the Spring. That's my plan.
:edit: I just looked at your pictures and realized you didn't need to be told about fat being easier to lose that muscle to gain so sorry about that. lol
I'd still keep on bulking though.

I say cut personally, whats your BF? If its at 16-20 then i would do it up otherwise keep up with the bulking process.
Hope this helps

Lean gains are slow and can do crazy things with your mind. Your not as strong, and you see results more slowly. I personally believe it's a battle that's not worth the time. I was 230 before my last show then I competed at 187 in June. By Nov. I was back up 2 235, but I was stronger and leaner than before. All the weight I gained went back to my mid section. I never get a gut, it just gets soft. I'm cutting for a show now again and I'm already seeing the gains from the few months I hit the weights hard and heavy. I'm 217 now and I'm still benching 365. I like the results of gaining and then cutting. Trying to gain any mass while cutting your calories is too time consuming for me.

I read an article by Coach Poliquin where he says that putting a lot of fat exclusively on the belly MAY be a sign of insulin sensitivity.
I cant remember the article but i am sure he said it. Maybe you can find some info if you check t-nation and/or ironaddicts.com

Same boat, almost. I used to be lean, but after a year of being lazy because I was making all the money in the world and buying everything I wanted I gained some weight. Just my luck, all on my stomach.
Reminds me. I had a moron tell me that I can just do sit ups and it will nock the fat off of my stomach...rofl.

I personally didn't care much about having a less-than-32/33-inch waist up until now, but I have a friend who used to keep relatively more fat around the waist. As soon as he dropped down to 7-8% body fat he stopped having that problem and regardless how much he bulked after that, he started putting on fat evenly.

"It's most likely due to what I call the ''lean threshold.'' You see, there's a point (a certain body fat percentage) where you start to look lean (around 10% for most men). There's also a point where you start to look fat (around 18-20% for most men). Then in between you have a certain zone where you basically look the same; you aren't lean enough to look defined so you don't really have any muscle separation.
At that point, even if you gain a few pounds of fat, you won't visually see the difference. This is compounded by the fact that you're seeing yourself every day, so you might not notice the small changes in appearance. Most men won't be able to see a visual difference in muscularity between 13 and 16%. But if you're 200 pounds, going from 13 to 16% body fat can mean a six pound gain in fat!" - from "The Truth About Bulking" by Christian Thibaudeau ( Click Here to Read the Article)
If you're intent on being lean, try maintaining a Body Fat of around 10% and grow from that point.
(Also... read the article. It's the perfect eye-opener in my opinion.)
