are incline skulls/extension (bring the ez bar behind neck) done on a ~45degree bench essentially the same as doing a regular tricep extension on a seated 90degree bench with bar or db?

whats with that? ive seen some ppl at the gym curl the bar up to their head as opposed to upper chest area. is it just poor form, or is there some logic to it?

i do them twice a week. some people do them 1x/week, others 2/x, and others more. personally i feel 2x a week is good. and i keep the volume pretty high too.
