True, but certain specific exercises concentrates more on your lower/upper abs, such as hanging leg raises for more lower ab development and crunches for more upper ab development.

Doesn't leg lifts work your lower abs more than your upper? Do some weighted crunches or cable crunches and they should pop out just fine.

Switch the lat pulldowns to regular pull-ups or even weighted pull-ups if you are strong enuogh, that would be a basic first step to a better back routine IMO.

Exercises for lower abs would be exercises that bring your knees/legs to your chest such as regular leg raises and my personal favourit, hanging leg raises.
