You'll feel it when you're over-trained...Sluggish, not wanting to go to the gym. Your amount of cardio depends on goals. If gaining, cut back a bit. If not, kick it up. train hard!

Normally, you would want some carbs in your breakfast to better fill your glycogen stores. If on a keto diet, then you would at least want some efa's w/ your protein as well.
Most sources say ~ 40...

Sure, but its still important to know how much carbs aside from from fiber your diet consists of. When dieting down, you usually start cutting back on non-fibrous carbs first.
