Your focus should be fat loss while preserving the muscle you carry now. Building more muscle means a calorie surplus and fat gains come with it. It doesn't make any sense when already overweight...

For steady fat loss you should be around 1700-1750 calories a day. If you were truly eating 1500-1700 calories there would be steady loss. This is an indicator that your tracking method is off...

Losing fat and gaining muscle are 2 different goals. You need to choose 1 and start there.
Fat loss = calorie deficit and staying consistent with a solid lifting program
Build muscle = calorie...
