Priority #1, whether bulking or cutting, is get access to a gym and get your hands on some protein.
It's really your call dude. If you love the abz, then cut. If you would rather be stronger then bulk. But yeah like mentioned obv don't run an absurdly large surplus.

Your caloric maintenance is likely in the 2500-2700 range. A 500 calorie surplus is reasonable for a bulk. Weigh yourself regularly, see where you are in a few weeks and adjust if needed. ...
