Maxing once a week is fine as long as you give yourself time to recover. As was stated earlier its better if you change up the bench exercises each week.
I was thinking that he would just use it for bench, since that was what he was having the main issue with. Using the gyms thicker bar on DL will work out better for him in the long run.

Bars can make a difference in deads for sure, but I have never noticed a difference with my bench when using different bars (not saying its not a possibility though).
