Really strange situation because if your benchpress (or other pushing exercise) is going up a DB press should be no exeption
summer workouts? wtf?
I would change the program when the progress stops. I mean when you start doing the same amount of reps with same weight you done last workout you gotta change something.
You mentioned '...except the one muscle I work the most...' so there's a big posibility that you overtrain this muscle
