The formula was never created to be a precision tool. They simply looked at the data collected and made a rough guideline that fit a good portion of the data (low standard deviation).
There is NO required time, 20 minutes is suggested but anything that incorporates moderate intensity or higher and a "long" period of time is cardio (Aerobic) exercise.
That's cool, can I see the raw data collected and the analysis where you proved this rough guideline completely wrong? If not, aren't you the one who is using broscience?
