Looks like it to me. I've never seen the Chinese made troys before, only the US made AOB bars which I think are made by Capp (not Cap) and are pinned sleeve.

I think Rogues beater bar is 31-32mm but think it has pinned ends. I read a discussion about a chrome S&D bar (?) that rogue sold that was also a 31mm bar but I have no idea how they were constructed.
