Running 1000mg a week, you're gonna have some pretty strong side effects unless you do something to combat them. Are you still taking them? If so, get educated quickly before you **** up your body.
Definitely cut. 36" waist prolly means you're at a fairly high body fat percentage so any muscle gain you make won't even be that visible. Cut to like 10-12% or until you're happy with it then bulk...
This is a torque problem. The fulcrum is the stand or peg closest to the plates being loaded and the closer the peg is to the plates themselves the more weight can be loaded before it begins to flip....
