Is it correct that ephedrine hcl is better?

Ive done a little bit of research today.....and everything I have read says that Ephederine HCL is better then Ephedra....

Why would the goverment ban Ephedra and not Epherine HCL (not that I am...

even keeping in mind that I am:
--- not looking to gain 15 lbs in a months or
--- add 30lbs to my bench

I would just like to workout same muscle group every othery day w/o overtraining
