That would be a tax rate of 98%. The estate tax generally comes in around 20-25%.

There is no possible discussion with someone who think receiving a ten million dollar inheritance instead of a 16 million dollar inheritance...

With a five million dollar exemption, someone inheriting a 16 million dollar estate would pocket around 10 million if taxed with the pre-2001 rates.

Democrats proposed raising the exemption to 5 million dollars. Republicans weren't interested. Senator Russ Feingold proposed raising the exemption to 100 million bucks. That didn't pass, either.
