I've taken jacked and I didn't really get much out of it. Some people don't respond much to stimulants. I've tried tons of stimulants and none of them really made a difference to me.
Why do you want a tingling in the face? What's the advantage of that? And what do you mean by "focus?" I'm not sure if there's really a supplement that will help you focus.

So you're getting more reps and lifting more weight and you want to know why it isn't working? You want a supplement that will make you go to the gym more? There's no miracle supplements out there.
You guys are overanalzying this way too much. Lift heavy and eat and you will grow. Don't worry about bringing up lagging bodyparts until you get to an advanced stage.
Heavy lateral raises will hit your side delts hard. Row, shrugs, and deadlifts will actually hit your rear delts, and they'll hit them much harder than any bent over lateral raise. Face pulls are...
