If you are staying the same weight it's the following:
1. You are gaining muscle, as you lose Fat.
2. You are not eating at a deficit
Count your calories, and lower them even more till you start...
Don't cut, BULK & Lift Heavy. Also you are not 20% bf you are more like 14-15%.

IIFYM is so dumb.. Yes it works (kinda depending how you want to look), but it makes you feel like crap. Just go on a clean diet, with maybe once a week doing the IIFYM thing.
13% I say, but you need some muscle mass on you!
