Shortest I've seen is 2.5" from McMaster. At 1" length you may have less then 3/4" of thread.

This bench has two 8" long tabs that support the pad.

I'd consider:

1) Climate: Basement is around the same temp year round. Garage can fluctuate based on the seasons. If you live down south this may not be an issue, but up north it can.

The R3 uses 5/8" bolts and the hole size is over sized by a few hundreths to allow for clearance.
