When calculating TDEE the calories burned from running should be accounted for. That said, you are way under-eating, 1800ish is likely your BMR.
At 17, keep bulking; you have all your hormones working for you so make the most of it while you can.

Takes about 36-72 hours before the body starts to break itself down (depending on what you last ate), so your ok there... still a stupid idea IMO.
