His fat percentage is too high too BULK excessively tho.. He'll lose all the muscle mass trynna lose all that fat within a few months anyways.. Eat an excessive amount of calories in good food!

Ey.. We're all different and want different results.. I would say, put on 10lbs muscle before cutting.. BUT I wouldn't BULK since your fat percentage is up.
