Last time I painted plates was in the winter and had no choice but to paint them in the basement. Not recommended unless you have some decent ventilation.

Almost looks like the carriage rod is not centered in the plates from your pics. Like maybe the top pulley the cable rides on needs to go towards the back of the machine. If I'm not mistaken another...
