I definitely can. I do hip bridges to target and spot reduce fat from my glutes since that is the only place I have any fat. Sometimes I feel it pulling fat from my hamstrings too.

duh. Forgot about that. Well its great conditioning and easy on the body at least. Hard as hell if you arent a regular swimmer (at least it was for me).
Nothing wrong with scaling to your abilities. Most people NEED to scale to get the most out of their workouts, and see the best improvement, but they are far too set on getting that "Rx" tag.
