It's most likely just in your head. Just continue lifting as you normally do and don't worry about it.
I don't think you are too fat to keep bulking. But at the end of the day it's your decision, no point continuing on a path if it means you'll start hating your body.
Ideally you should find out why your forearm is hurting before taking measures to mask the pain. Until you know why it's hurting you don't know if you are doing more harm than good by still training....
Go to the gym and decide when you are there, normally a good warm up will ease the soreness, after you are warmed up you'll know if you are up to pushing heavy weight.

Most likely water weight, keep going with 3k cals. If you continue to gain a lot of weight after a couple of weeks then start to back off the cals a little.

Upload the video, it most likely is a form issue.
Most of that weight will be water weight, it's quite common for your weight to fluctuate when you change your diet like that. The gains you see on the scale will never be entirely muscle.
You've probably been eating less and losing some water weight which is making you think you look smaller. In three weeks I'd highly doubt you've visibly lost any muscle.
Assuming you are in a caloric surplus and find other ways of progressively overloading, increasing reps/sets, shorter rest periods etc etc then yes.
You may as well just take the week off instead of pissing around with 8lb weights. It's only one week you won't lose any size over this kind of time frame.
The only way of knowing is by trying. There are calculators that claim to calculate your 1rm based on other rep maxes, they may work for a few people but for the most part they are very inaccurate.
Pushups alone will not held develop any real noticeable muscle, you may get some gains but don't expect much. There's a reason gyms and weights exist.
I second the chucks, great shoes and they work well in the gym. If you can't find them locally then you should be able to find your size online.
