4-6 is mass and strength IMO, you can build mass with 8-10 too. 1-3 is an emphasis on strength.
I dont think youre 11-13% you would have more abdominal definition. Looks like 15-16.

Would look sick if you cut and got shredded but youre still lean enough to put on more mass. Its up to you, could go either way.
