They can be fiiled with various things, mine has sand and that does a good job of being firm but easy on the hands because it has a little give. You can also get them filled with water, never tried...
Aggreed, also dont both exercises work basically the same muscles anyway, so surely its safer to do SLDLs in case the weight is too heavy and can be easily dropped.
