Started a cutting diet around 5 weeks ago or so. Lost about 17lbs or so. Just wondering how long it takes for the skin to tighten up and catch up to the fat loss?

I really doubt you have loose skin issues after losing 17lbs. I'm going to just guess that it's fat.
Are you sure it's loose skin? Do you know what loose skin looks like?
My loose skin looks like old peoples skin, there is wrinkles and folds everywhere (on my lower stomach, pisses me off) and you can easily pull it out and it doesnt retract back it slowly goes back into place. :(
I should take a pic of the loose skin on my back.... it's nasty :) I'm starting to get it above my belly button.....
If should be gone within a few years at your age.

It'll take years. At 16 I went from 220 to 160. I'm 21 at 5'10, 178lbs, 9%bf and you can still notice it on my stomach.
mine never came back on my stomach, arms (yes arms) back, and face. it tighted up on my legs.
i was only 17 when i lost about 120 pounds. when you are significantly overweight, it can never come back. Don't let that discourage you. Everyones body is different.
