I row for my university and it is a great form of cardio. you should try to mix up the workouts though. you can incorporate HIIT by doing one minute on and one minute off and then another day do like a 5k piece or a 2k. just make sure your form is correct. i hate seeing guys doing it wrong
I wouldn't want to do cardio that involved my upper body too much, unless I didn't lift weights.

I'd love to have a Concept 2 rower.
