I only weigh 135 so that might be the issue. Do I just need to gain mass or can I just get them bigger by exercises or is it both? I really don't want to gain weight though.

dude looking at your picture you're not 135 - thats like AT LEAST 150lbs. or you're not 5'8 and you're like 5'3 and 135...

Yea, you know me really well. I am 5'8, I weigh 135lbs and I have SMALL legs. Look at my videos if you don't believe me.

i was gonna say, if your 135 you make me feel like **** :>
weighted exercises (my favorites and personal routine):
hangling leg raises (put a dumbbell between feet)
leg raises on bench (dumbbell between feet)
and then finish off with some concentrated crunches!
judging by your avi you have great ab development.
Progression do weighted exercises. I have been doing declined situps with a 25lb weight behind my head weighted leg lifts and work your obliques also. Your abs are already really ripped.

upper body looking good for 135 but its too bad you have chicken legs haha.
to get thicker abs you have to work them like any other muscle group. so an example would be 10 reps to failure if you can't do 10 reps to failure you have to put more weight while doing the exercise your doing if it would be crunches, leg raises etc

If by bigger, you mean more mass? You might need to gain some weight to get bigger abs.
