not quite. in the beginning since your cns is not trained especially in muscles not oft used like chest you might benching only 35s-40s which are easy to pick up and set down because your core, lower body and back are all normally well used muscles. So u can easily do a situp (maybe with some leg momentum) and set it down. However once you bring your chest up to speed and start benching 100s you cant go around doing situps with that weight so u need to let it go to the side. I agree you shouldn't just toss it. But i try to place it softly enough that it doesn't go flying.
i feel it is a sign of respect for the gym as well as the people around you to not throw weights around. only possible exception being a power clean rack with rubber mats. even then though, i wouldnt drop the weights
If you don't get burried you can finish without slamming them on the ground. Takes a bit of practice but it's possible. Either way I don't care though because I would be pissed if I ****ed up my shoulder just not trying to slam the weights.

I"m glad someone mentioned it. I use 100's as well. All you have to do is lift your knees up, rest the dumbbell on your knees and roll up into a seated position.

I try do this best i can but as the dumbells get bigger it gets more awkward.
Saw a video of ronnie coleman doing this with 200lb db's couldnt believe how easy he made it look, he did throw the weight down at the end though.
Ive torn my biceps tendon slowly lowering the weight so protect the ears of *******s who didnt like loud noises..never again.
