Is it only a matter of eating less and less, progresssively, and doing more cardio (calories in vs. calories out) or once you start getting into lower levels of bodyfat is some serious manipulation of macros involved?

everybody is different. for some it is an extreme for they're body so it is more difficult. for others it aintnothang.
If there isn't an underlying problem such as thyroids or hormones then it may just be harder for some.

Weight training will help you out alot.
However, generally it is just a matter of calories in vs calories out. Some people have it a bit easier to get ripped. Your genetics determine where your body likes to store fat. My body is like most guys and stores in the stomach and face first. Also is a pain in the ass to get rid of that last bit, as I get hungry way to easy. >.<
However just being on this board, you will see many guys who are ripped, so it shows you that it is possible. Some people are lucky, some people are not. Some people have will power, some people do not.
No. Only the determined and committed can get ripped.

The truth. Most people need those traits to achieve that. SOME dont because they just dont have the appetites and are very active.
yes, anyone can (assuming there are no genetic problems to begin with). and yes, it can be easier for some than others. but it can be done.
