I think your first step is to put on some mass by eating food.

People look better and more confident when they're relaxed. The key is to truly be jacked enough that you KNOW you look good without even trying. It becomes a fact deep in your mind so that you don't have to pay attention to it at all and you can begin to pay attention to the wonderful world around you instead of yourself. You have to either have no weak points to hide, or simply not give a f@#$ and this will make you more attractive. Self consciousness makes you look like a fool, and devoting your attention to other people makes them like you much more.

This isn't even related to exercises in the first place.
the reason people appear to be "walking around flexed" is because they have a solid base of muscle, and their body composition is lean. I suppose if you really wanted to train for something like 'looking jacked while just walking around' you should keep in mind which muscles are elongated and which are contracted when in a neutral walking position. think triceps vs biceps when the arms are straight to the side.
although thats a pretty stupid goal... pls dont.
More muscle...less body fat...Plz tell me OP you don't actually walk around and try to hold ur arms flexed the entire time you are in public.

For starters, you have to actually be buff.
If you are skinny with some definition, when you flex you can give the ilusion of being muscular when in reality you are just a skinny whimp.
When you are big, it takes care of itself
look at your stats and figure out which one you are.
