From an inch above my belly button is pretty solid with definition and size, but under that has a tire around there. Is there anything to do to help this, or is this just upping cardio?

Can't spot reduce fat. Up the cardio / increase calorie deficit, etc. It will eventually go away over time.
Yes of course there is. Make sure you do lots of leg lifts and things that work abs, because everyone knows spot reduction is possible

It's not necessarily about upping cardio, just about losing more bf% however that comes (lifting, diet, cardio, etc.)
It's a very typical place for males to accumulate fat, so you're not alone. Spot reduction isn't possible so you're only real option is to try and cut more and see if that reduces the problem area(s).
Thanks all. Knew you cant spot reduce, just didnt know what helps hide it atleast. I think leg lifts like squats, lunges could help. stabalize the core, and is almost a reverse crunch with the squats.

Stick at it man. Thats where the last bit is sticking for me, but its slowly coming off. I lose fat from every single part of my body before it starts leaving the lower stomach.
