Yes heard of it, no don't do it. It really doesn't achieve anything except make you more susceptible to an injury.
No difference besides being 2 exercises...most likely stronger on BB vs DB.
Lift your shoulders straight up and down when you do shrugs. I personally am a fan of using DB's because when I keep them at my sides I feel it more than with a BB.. but it's personal preference
up down, none of this rotation stuff

gravity works up and down, not front to back. irks me when i see people doing that. just go up, hold the pinch for a sec, but back down.
There is general consensus that you should not rotate your shoulders while doing shrugs, as it can cause injury.
Some people do prone incline shrugs.
Up and down that's all you need!!
Traps elevate = up and down.
Right now, barbell shrugs are the only option. If I had access to 250 lbs+ dumbell, db shrugs is what I would do the majority of the time.
Proper shrugs should be done like power cleans
- Chin Forward
- Soulder blades Back and Down
So there's no shrugging of the shoulders in that technique(Shoulders dont come forward against your ears), the shoulders stay back, and its the whole upper back/lower traps that contract. Powerfull movement and better posture wise.
Rolling your shoulders only causes friction in the shoulder area and will lead to injury, dont do it just shrug up and down.
I never roll my shoulders when doing shrugs. I try to bring my shoulders to my ears and hold it at the top for a couple seconds.
