i dropped 15 pounds in the last 12 weeks and throughout that my hips were always an inch bigger than my waist (abdomen)
might just depend on body type though
for example it feels like my body seems to store every ounce of fat i have on my hips, whereas other people have very little fat on their hips n a bit of a gut

The ideal waist to hip ratio is .8:1. If you're ~12-13% body fat or lower, you'll likely be around there.
Hips are measured at the widest point around the ass cheeks and the waist is measured at the narrowest point (most likely around the belly button) while relaxed and standing tall.

The inverse of 1.2 is .8333 so you may have calculated your hip to waist ratio by mistake, rather than your waist to hip ratio.

i got 0.77 at about 18% bf lol also to the op you WTHR should be 0.95 or below for you to be at a low risk of CHD

No problem. Also, if you measured your waist in the afternoon, measure in the AM instead since it will probably measure an inch less. If it does, yout WHR should be .8.

You may just be storing a lot of fat around your hips. When I got down to around 18% my WHR was actually lower like yours as well because I was losing a bunch of fat around the waist but not so much around the hips.

Yep, .8:1 is ideal but it can vary a bit from person to person. Mine is actually going up and down slightly as I'm losing body fat. Either way, my 31 3/4" hips are skinny as hell on anyone lol.
