OP don't cut...I had the same stats as you and I am bulking slowly (Srs skinny abs are for *******s). Why do you want such a low BF %?
A bmr of 1653 is really low. I would suggest reading the stickies in the nutrition section.
Edit: at 133 lb you probably have next to no muscle to reveal...

Im 68" and im now 140lbs im 16 i just want to look better for summer what do you think i should do? Just clean bulk?

All i want to do is lose some fat i got on my belly from dirty bulking or (hella cheat days) i want to gain just the fat really bugs me
