The way I do it is
If its all above neck eg blocked nose or sore throat I will still work out at maybe 80% intensity from normal.
If its like aches in muscles or chest pains I would a avoid working out at all.
Oh and I avoid cardio. But in the end it's up to you.

No you'll weaken your immune system to much rest up brah your body is wanting a rest right now.

I would say no - let your body concentrate on fighting whatever it is you've got; get well soon.
i still go with a cold if i have the energy, but if you dont feel up to it before you even get there your probably better off resting
Thing is, you could get heart inflammation if you workout too hard. Check it up, take it easy!
