Question how to get hard lower abs?

Do i need to do extra cardio if I walk to and back from the gym?

I am around 117lbs around 19/20% body fat. Trying to get this down a bit, I strength train every day. I walk to the gym which is around 15/20 minutes and back as well, so in total about 40 minutes of walking. Do I need to do any extra cardio? Also I eat between 2000 and 3000 calories a day.
