more cardio or more weights?

I am 5' 3" 140lbs about 21% body fat. I'm trying to get down to 10-13% body fat and compete. I do about 45-50 mins of cardio a day and 20-30 mins of weights a day. Should I be doing more weights and not as much cardio?
