How quickly can you switch from a mass gain to a fat loss state?

Is it just down to the rate at which you are digesting calories? Or is there some other factor that causes inertia like the need to top up glycogen stores? Specifically, how fast does AmpK respond to changes in calorie balance? And same question but going the other way: fat burn -> mass gain?
