Red face Critique Fat Loss PROGRAM PLEASE

How does this look for a fat loss program assuming diet is on point and lifter is still novice. Female: 4 9, 102 lbs (28% body fat), 1500 calories, Squat 1rm: 155 lbs, Bench 1rm: 80lbs, Deadlift 1rm : 160lb, ohp : 45 6rm. P.S: program attached, aerobic solution is just some hiit.

fat/skin on arms after loss.

I have so far lost 46lbs in 3 months and 11 days. going from 271 to 225 at 6'1. My arms are about the same size as they were when I was bigger, so I'm not sure where that skin came from. Maybe it's just a natural spot for skin to be loose? Any tips of what could be done to make it a bit...
