My weight is dropping, bf is NOT!

My weight has been dropping steady on average 1lb per week. But not my bf! It stays there at 19.8%. If i am not losing fat, then what is it that i am losing when my weight went down from 180 to 169lbs? Muscle? And on a relative note, I do feel that i am much smaller than when i was bulking.
