Should I cut??

22y/o, 6ft, used to be 250lbs FAT, lost weight to 180lbs within 4 months. Diet fell off and pretty much dirty bulked up to 195lbs these last 4 months. What should I do? Cut or Bulk? Not losing weight, but not gaining strength either...?

So to start off, I have a goal for the end of this year, which is to hit 170lbs @ 9%bf and bench 250 ORM. (I only use bench as an example, as I have goals for every major lift.) My current stats are 170 lbs @ 12-13%bf and I haven't tried my bench yet but I assume it falls a bit short of 250...
