Why do people think carbohydrates make you/keep you fat?

I guess it has something to do with the belief that the body burns body fat for energy when it doesn’t have carbs to burn. Isn't this true though? If it is, then why shouldn’t somebody who’s trying to lose weight try to avoid carbs?
