Cut Before Bulk????

I'm 6'3" 189 and have been lift for the last year. I used to be 260 lbs and have a lost a ton of weightleaving some excess skin. I measured by BF % the other day at Lifetime Fitness and the scale said 8.7%. I'm not sure if the InBody is reliable but still... should I keep cutting or start to bulk?
