The goal shouldn't be to raise insulin levels, rather it should be to keep insulin levels steady to promote constant energy and no highs/lows. Keeping BGL stable will also greatly reduce fat gains on a bulking diet as insulin is a fat-storing hormone, and insulin spikes aren't needed to reap LBM gains. Just keep carbs steady throughout the day and add fats to each meal to blunt the response of insulin and slow down Gastric Emptying. Keep the fat sources limited to things like: Almonds, almond butter/pb, avocado, enova oil, olive oil, etc. Basically stick to the fats with the lowest amount of sat. fat for the total amount of fat consumed, and try to get primarily omega-3 fats; supplement with Fish Oil at the very least as well.

I would recommend on your off days to reduce the total number of calories, yes, but the amount for you personally will be different than the next guys. This is because your workout intensity will vary greatly from others around you. How intensly are you working out, and do you do cardio? If so, when?
This is my personal belief, however Derek is currently recommending I do something different, and that is eat the same cals on both on and off days, as well as carbs at all meals.. IDK.. we'll have to see there I guess.
